Practices close to mutual help have long existed. Thus, its prototype was the settlement system: losses were distributed among all members of the community in accordance with prior agreements. For example, members of caravans divided losses among themselves. In England, friendly communities were created, whose members could count on payment in connection with illness or death. Communities of mutual insurance against fire were widespread.
Moba (Montenegro), "Arvut Adadit" (Israel), Talkut (Finland), Talaka (Belarus), Mahalla (Uzbekistan)... In the history of every nation there is a historical experience of effective self-organization to make life easy.
Modern technology has opened up qualitatively different possibilities for solving such task. A good example is the People's Insurance Funds in China, recently banned by the government. Using a smartphone app, participants would register prearrangements and collectively finance a person in need, dividing the damage among everyone. For 15 cents a year, a participant received $60,000 worth of insurance coverage. And the largest platform served 80 million people.
These efficiencies made no sense for insurance medicine and the entire financial industry in China.
Unlike traditional ones, a decentralized treasury has no structure, no form, and no boundaries. It cannot be banned or destroyed. It does not require a constantly replenished fund. It has no operating costs, and relations between participants are referential, voluntary, transparent, parity and self-regulating. The number of participants is not limited in any way.
A decentralized self-help fund is a reference list of people (who know each other personally or through mutual acquaintances) who are connected to each other by voluntary intention. When an insured event occurs, the participant's activity or inaction forms his or her reputation. A self-regulatory process is ensured by a specially created program.
Referentiality and reputation are a necessary and sufficient condition of mutual trust among the participants of the network community. Trust is a necessary and sufficient condition for the development of direct cooperation (called by futurists p2p economy, Economy 3.0), in which the benefit of everyone is obvious and calculable.
The purpose of decentralized "people's insurance" is the same, as the usual one - to redistribute the damage of one among as many participants as possible.

The method of self-organization described below opens up possibilities for the emergence of a global decentralized social network of mutual trust as an alternative to existing hierarchies.

The condition for decentralization is that there is no advantage of one over the other - the software is open source and has no ownership.
How to create a decentralized mutual Network?
Referent list
The existing trust relationship (Friends&Family) needs to be recorded as a p2p record. This is done by sending invitations using the Telegram bot @ArvutAddBot.
The accepted invitation forms a two-way "intent" record. Since everyone's number of trusted connections is limited to a conditional circle of his relatives and friends, the Avrut Addadit bot automatically generates records based on the "my friend's friend is my friend" principle. That is, if my friend on the list creates a new record, the bot will automatically link me to the new member, and his to everyone on my list. Thus, a mutually referential list is formed.

Event
A reference list where all participants are linked by p2p records forms a distributed data registry. A record is registered with a nominal amount of 100 euros, preset in the bot for convenient modeling.
The number of records of a participant determines the potential amount of his "insurance". If a participant's list contains 1000 people, he can count on 100.000 coverage, which is significant for each new participant. From a certain point the number of participants will increase hyperbolically.
With the help of the bot the participant can inform everyone about the insured event, the amount of damage and the link to the chat for discussion. The functions of the Avrut Addadit bot are described in the bot's FAQ and on the githab.

The task of the participants is to form as large a list as possible before the "insured event" occurs. If all participants are active, the list will grow dynamically.
reputation
When an insurance event occurs, the Exodus bot @exodus_commitbot is used. The bot allows organizing fundraising in case of an insured event and regular financial support (similar to Patreon). The bot operates two types of records: "intention" and "commitment", notifies and generates an archive.
The intention can be edited or withdrawn at any time. The commitment cannot be withdrawn and must be executed.
The fulfilment of the obligation (financial settlement) takes place by agreement of the parties outside the bot. An obligation is considered fulfilled when it is confirmed by the other party.

When an insured event occurs, inactive participants "drop out" of the lists - records of intent are revoked with them, and active participants earn reputation by fulfilling the obligation.
The developed telegram bots allow any user to create a decentralized mutual aid fund right now. However, the bot's interface limits its use. The core of the developed Exodus platform contains a holistic service system for the decentralized community.
The user interface needs to be refined. In addition, the platform is implemented as a centralized solution that is hosted on a hosting service. It is vulnerable on a "single point of failure" principle, i.e., technical failures of the provider or administrative bans can completely stop its operation in an instant. As an alternative, we offer to help us implement a distributed system for users' mobile devices without a single centralized data repository.

The application should have no central server and no ownership. Since the way to store data in the described scenario is a distributed registry, there are probably ready-made solutions among tools using blockchain technology.

To create a cultural phenomenon by disseminating the scenario described in various forms of this way of decentralized self-organization.
